After disabling all of the themes your default theme should me Garland. After doing that remove all of the old files from you site including any old themes and modules.

5. The next logical thing to do is to download and unpack Drupal 7 in the root directory of your site. Copy the information from your old “sites” folder to the new directory. Make sure that you have copied the settings.php file. You don’t need to copy any old themes or modules to your new site. Double check you settings.php configuration file to make sure that all of the information is correct.

6. Run update.php by visiting http://www.yoursite.com/update.php and this will start the update process. When the page is loaded Drupal will show you message to backup your data and database. When you click continue you will see a display screen describing the updates that will be made during the update process. Select Apply pending updates and the update process will start. Do not interrupt the installation process or refresh the page. The page will be refreshed automatically after the update process if finished. When the update process is completed Drupal will show you log message displaying all the changes that have been made.
